The State Reserves Agency of the Republic of Azerbaijan is established on the basis of the Decree No. 1456 of the President of the Republic of Azerbaijan "On the establishment of the State Reserves Agency of the Republic of Azerbaijan" dated October 7, 2021.

According to the decree of the President of the Republic of Azerbaijan dated February 10, 2022, the State Reserves of the Republic of Azerbaijan participates in the preparation of the state policy in the field of creation and management of the reserves of the state and officials. State Grain Controller is a public legal entity that takes measures to ensure the stability of the country's supply of strategic goods and obtain price changes for those goods in a short period of time in the domestic market (hereinafter - operational systems).
